Former Treasury Official Joins The Washington Institute

WASHINGTON, D.C. – Katherine Bauer, a veteran Treasury official who recently concluded service as the Department's representative to five Arab Gulf countries, has joined The Washington Institute for Near East Policy as a senior fellow, the research organization announced today.

"With complex issues of sanctions enforcement and combatting terrorist financing becoming even more important aspects of U.S. policy, we are delighted to welcome Kate Bauer to the Institute,"  said Robert Satloff, Institute Executive Director and the Howard P. Berkowitz Chair in U.S. Middle East Policy. "Kate’s hands-on experience — in Washington and throughout the Middle East — will contribute greatly to advancing the Institute’s mission."

"After a decade in government, I am excited to join the Institute's outstanding team of scholar-practitioners," said Bauer, who will join the Institute's Stein Program in Counterterrorism and Intelligence. "This is an especially sensitive and critical time in the Middle East and I look forward to contributing ideas, insight and experience to shaping the broader debate on U.S. policy."

Before leaving Treasury at the end of 2015, Bauer served several months as senior policy advisor for Iran in the Office of Terrorist Financing and Financial Crimes and, for the two previous years, as financial attaché for the Gulf, representing the Treasury Department in Bahrain, Kuwait, Oman, Qatar, and the United Arab Emirates. Previously, she served as assistant director of Treasury's Office of Terrorist Financing and Financial Crimes. Prior to that, Bauer was the Treasury financial attaché in Jerusalem with responsibility for policy, technical assistance and sanctions matters in the West Bank and Gaza from 2009-2011 and worked as a senior analyst focused on illicit financial networks from 2006-2009. Prior to working at the Treasury Department, Bauer was a nonproliferation graduate fellow at the Department of Energy's National Nuclear Security Administration.

A graduate of Macalester College, Bauer received her master's degree in Middle East studies and international economics from The Johns Hopkins University Paul H. Nitze School of Advanced International Studies. In between, she served for a year as a research assistant at The Washington Institute — in reality, therefore, she is returning to the Institute after a nearly 13-year absence.
