Dvorah Chen is a visiting Ira Weiner fellow at The Washington Institute, specializing in counterterrorism litigation strategy. As director of security matters and special affairs in Israel's State Attorney's Office from 1996 to 2004, Ms. Chen led the prosecution of major national security cases, serving as the chief prosecutor of Palestinian Tanzim leader Marwan Barghouti, convicted in 2004. An attorney with twenty years experience as a criminal prosecutor, she also served as a key liaison among political, military, and security authorities in the formation of judicial policy on terror and national security.
Currently, Ms. Chen continues private practice at the Dvorah Chen Law Offices in Ramat Gan, Israel. She also serves as a research fellow at the International Policy Institute for Counter-Terrorism, Interdisciplinary Center (IDC) Herzilya, lecturing on the legal aspects of state security at both IDC and Tel Aviv University.
Ms. Chen earned her law degree at Tel Aviv University and her master's degree in public administration at the University of Haifa.
