Col. Rich Outzen, U.S. Army (Ret.), is a geopolitical consultant and retired foreign area officer who served in the State Department’s Policy Planning Staff and as an advisor to several secretaries of state. Over thirty years of active military service, he held a variety of command, staff, and liaison positions, and spent a decade in the Middle East, including combat tours in Iraq and Afghanistan.
