Gaza Phase 2: Sorting Out the Political and Security Scenarios

Now that phase 1 of the Gaza ceasefire is complete, the time is ripe for decisionmakers and analysts to zoom out and examine the new political reality. Officials in Washington, Jerusalem, Ramallah, and the Arab League have offered a range of proposals regarding the territory’s future, including calls for demilitarizing the Strip, encouraging Gazans to leave, developing a new “Riviera,” or carrying out an Israeli takeover. What do Palestinians, Israelis, and external players see as the best scenario for Gaza and its people—or at least the most feasible? How will they forge the agreements needed to get there? And how will they handle thorny issues like freeing the last of the hostages and countering Hamas rejectionism?
To unpack these and other questions, The Washington Institute is pleased to host a virtual Policy Forum with Harel Chorev, David Schenker, Tamar Hermann, and Ghaith al-Omari. The event will be moderated by Neomi Neumann, a visiting fellow at the Institute and former head of the research unit at the Israel Security Agency.

Harel Chorev is a senior researcher at the Moshe Dayan Center at Tel Aviv University. An expert on Palestinian society and politics, he has written widely on terrorism, social media influence, and other issues, including in the landmark 2019 book Networks of Power in Palestine: Family, Society, and Politics Since the Nineteenth Century.
David Schenker is the Taube Senior Fellow at The Washington Institute and director of its Rubin Program on Arab Politics. Previously, he served as assistant secretary of state for Near Eastern affairs during the first Trump administration.
Tamar Hermann is an Israeli political scientist specializing in tracking public opinion, particularly regarding national security issues. She currently works as academic director at the Viterbi Family Center for Public Opinion and Policy Research at the Israel Democracy Institute, editor-in-chief of the Open University Scholar Publishing House, and cofounder of the academic journal Kriot Israeliot.
Ghaith al-Omari is the Gilbert Foundation Senior Fellow at The Washington Institute, former advisor to the Palestinian Authority, and coauthor (with Neomi Neumann) of the 2024 report “Reforming the Palestinian Authority: A Roadmap for Change.”
